Resumen

On 7 October, the government introduced the recovery Plan, transformation and resilience, understood as a “ country ” project that guides the modernization of the Spanish economy, the recovery of economic growth and job creation, reconstruction solid, inclusive and resilient after the crisis of the COVID, responding to the challenges of the next decade.

One of the four fundamental pillars identified in the Plan is the ecological transition that, together with the transformation digital, social and territorial cohesion and equality, frame the design of the recovery Plan, transformation and resilience.

The Plan contains ten policies lever, among which are energy transition just and inclusive or urban and rural agenda and combating depopulation, containing a total of 30 components. Within the lever urban and rural agenda and combating depopulation, notably the component linked to sustainable mobility, safe and connected, the momentum of electromobility.

The Strategic Framework of energy and Climate considers electromobility as a key element in the goals of reducing emissions of greenhouse gases and penetration of renewable energies in transport, as well as an opportunity for the sustainability of the industrial value chain around the automotive, the equipment and the power electronics. The National Plan Consist of energy and Climate (PNIEC), is expected to reach a penetration of 5 million electric vehicles to 2030, and strategy long-term Decarbonization analyses the development and opportunities of electromobility as key to achieving climate neutrality to 2050.

The recovery Plan will be implemented through the different tools that provides public administration which allow the proper mobilization of funds. In the case of electromobility, is expected anchor the proceedings linked and tools to deploy in Areas such as infrastructure corridors or quick recharge franchisees, unique infrastructures recharge, the widespread deployment of recharging infrastructure in destination and innovation in the value chain of electromobility.

With the objective to be effective and efficient in the deployment of the actions in the recovery Plan, the ministry to the ecological transition and the demographic challenge launches this expression of interest, with the objective of identifying the appetite and the market around electric mobility projects, as well as the most important aspects of these projects and actions. The information collected will define the strategic lines of action in this area, with their corresponding funding mechanisms or other support mechanisms, as well as the technical parameters that govern the valuation or selection of proceedings.

The failure of an expression of interest or response to the consultation does not limit the ability to submit proposals in a possible future convocatòria. Therefore, the participation does not generate any right to access to potential funding that can be convened by the administration to the attainment of the proposed objectives, nor any obligation to the administration.

The proposals and projects may be referred to the email address indicated by completing a mandatory attached template, which may be complemented with a memory or additional documentation to provide relevant information. In any case, the documents will have a limitation of 10 pages.

Will only be considered responses in which the sender is identified. In general answers will be considered nonconfidential and free circulation. The parties that are considered confidential must be specifically identified and delimited in the comments, motivating the reasons for such qualification.
