Resumen

The new european objective of reducing emissions of greenhouse gases by 55 per cent compared to 1990, highlights the need to move forward in the decarbonisation of the economy. In this context, the PlanREPowerEUadopted in may 2002, bet on the rapid deployment of renewable energy. To that end, it is envisaged that the assets of storage of energy are of overriding public interest and to facilitate its deployment, noting its important role in ensuring the flexibility and security of supply in the energy system, to facilitate the integration of renewable energy generation.

This need to incorporate storage is reinforced in the recommendation of the commission on 14 march 2023, concerning the storage of energy and to support an energy system of theEUdescarbonizado and safe (2023/C 103/01) which stresses that the transformation of the system requires greater flexibility, as well as the storage of energy contributes to the integration of the system and security of supply.

In the case of energy systems less interconnected or not interconnected, such as islands, the resources of flexibility, in particular the storage of energy, can help to manage enable greater penetration of renewable energy.

At the national level, the Integrated National Plan for energy and climate 2021-2030 (PNIEC), as well as the long-term strategy (PLA), drawn the path towards climate neutrality by the year 2050. To this end, the spanish energy system will increase the presence of renewable energy. This new configuration, requires an increase in flexibility of the energy system, to be stockpiling one of its elements vertebradores. This need for deployment of energy storage has been identified as key to PNIEC 2021-2030, where the measure 1.2. Demand management, storage and flexibility, as well as in the Strategy, where Energy Storage are quantified storage in 20GWby 2030.

In that context, the subject of this proposal of order is to establish the bases governing the granting of public aid may seek grants to projects for innovative energy storage. Aid is granted funds from the Recovery Plan, Transformation and Resilience, in its component 8: “ electrical Infrastructure, promotion of smart grids and deployment of the flexibility and storage ”, in particular its investment (I5) “ Deployment of energy storage ”. Aid contained in this order will contribute to the objectives 125 and 126 of the implementation decision of the council of the recovery plan and resilience of spain, both targets pertaining to the deployment of at least 600 MW or a total energy supply equivalent (MWh) and will be managed centrally byIDAE.

May be directed to investment in the following categories of projects on the basis of the normative framework of reference and as stated in the respective agendas:

  • Independent orstand-alone.
  • Hibridados with facilities such as electricity generation from renewable sources, both new and existing ones.
  • Reversible pumping, associated with new or existing facilities, both in river channels such as using sea water.
  • Enclosure.

The projects will have to be completed before 30 june 2026, which may be extended until 31 december 2030 where projects by pumping storage reversible, based on its specific characteristics and once you have obtained the approval of the European Commission within the framework of thePRTR.

On the other hand, and in the framework established by order of grass roots, it also opens the way for the first call for subsidies, which will be devoted to the financing of the following lines:

  • Line 1, of aid projects independent storage or stand-alone connected to transport networks and distribution of electrical energy, which includes specific budgets for the balearic islands and archipelagos.
  • Line 2, with aid initially with eur 10 million for projects of thermal storage systems, characterized by the stored energy should be used in its final use as thermal energy (heating or cooling usage).

For the assessment of applications will be taken into account criteria to assess the economic viability, enabling the technical characteristics for the integration of renewables, the viability of the project, as well as externalities collected by the positive effects of the project and its alignment with the energy and climate objectives, territorial cohesion, just transition, research, and the environment.

The Order of Bases and their respective calls will not be adopted until the European Commission to authorize the relevant decision and shall be subject to conditions established by the above-mentioned decision.
