Resumen

This procedure for hearing and public information is formulated in accordance with article 26.6 of Law 50/1997, of November 27, of the Government and article 133 of Law 39/2015, of October 1, of the Common Administrative Procedure of the Public Administrations, which regulate the participation of citizens in the procedure for preparing bills or preliminary drafts of laws or regulations, as well as with Order PRE / 1590/2016, of October 3, by which the Agreement of the Council of Ministers of September 30, 2016, by which instructions are issued to enable public participation in the regulatory drafting process through the web portals of the ministerial departments.

The purpose of this procedure is to collect, directly or through its representative organizations, the opinion of the people and entities potentially affected by the proposed regulation.

The objective of this regulation is to continue the path set by Royal Decree 1085/2015, of December 4, and to establish minimum mandatory targets for the sale or consumption of biofuels in energy content for the years 2021 and 2022, responding to the needs to implement the measures and achieve the ambitious objectives established in the Integrated National Plan for Energy and Climate 2021-2030, in coherence with its Objective Scenario and with the share of renewable energy in transport for the year 2030 established by the Directive (EU) 2018/2001 of the European Parliament and of the Council, of December 11.

Only responses in which the sender is identified will be considered.

In general, the responses will be considered non-confidential and freely available. The parts that are considered confidential must be specifically indicated and delimited in the comments, giving reasons for the qualification.
